Skype[...} today announced that all US and Canadian-based Skype customers can now make free SkypeOut™ calls to traditional landline and mobile phones in the US and Canada. [...] Free SkypeOut calls to the US or Canada will be available to US and Canadian-based Skype users until the end of the year.
Unfortunately this is only true for residents of the US and Canada. But then, maybe they’ll offer a similar service for Europe anytime soon ;)

Have a look at internetcalls.com. There are some others with comparable services. Quality seems to be ok.
Yup. But that’s SIP based. I happen to dislike SIP ;)
